Additional Information
When adding the layer from the web (URL) it's adding the service USA_Topo_Map which has the more restrictive scale levels.
When adding the layer to a map from ArcGIS Living Atlas, it is adding USA Topo to an existing base layer map which has a more expansive set of scale levels. In the JSON examples, one of the service names is World_Topographic_Map (which is not the same as USA_Topo_Map).
Workaround
Add the USA Topo Maps basemap through the Add Data > Browse Living Atlas Layers option to avoid the larger than normal levels of detail when downloading offline areas in ArcGIS Field Maps.
