The site selector drop-down menu carries over from ArcGIS Community Analyst Online and ArcGIS Business Analyst Online when sharing results to ArcGIS Dashboards and is redundant/non-functioning.

This issue is now fixed in production with version 23.R03.1 (October 26, 2023).Workaround
Add a Rich Text element to the dashboard informing users to disregard the drop-down menu blow and point them to the category selector.
