This is not a supported workflow with the tool. The construction tool expects the street have a name which is derived from the master street name table. Even if the final name isn't know because it is still in a planning a phase a temporary name should be added to the master street name table and applied to the street. Any addresses placed will inherit the street name. If later the final name is approved the record in the master street name table can be updated and it will update the corresponding street center lines and address points.
