Not reproducible in ArcGIS Desktop 10.7.1 or ArcGIS Pro 2.4.

Workaround

- After removing ObjectID98, the Simplify line tool runs fast without a problem.- After running Generalize tool(ArcToolBox > Editing Tools > Generalize), the Simplify line tool runs without a problem.
