The shp2sde and tbl2sde commands fail to import special (non-English) characters into SQL Server when making a direct connection in the command.

Additional Information

Use ArcCatalog to import shape file with special (non-English) characters.

Workaround

Create a conversion text file, to be used after the -a parameter in the shp2sde command. Specify the columns to be created as NSTRING, so NVARCHAR columns are created in the feature class. The special characters then display correctly.
