The 'set radius' and 'fixed radius' options in the Fillet tool are grayed out with the ArcGIS for Desktop Basic license level.

Tested on 10.3, using the basic license the fillet options dialog opens and the Fixed radius control works.Workaround
Currently the ‘o’ hotkey works to provide the same options as the greyed out context menu using the basic license. Click the Fillet tool and type ‘o’ to pop a dialog to set radius and fixed radius.Steps to Reproduce
