This is working as expected with ArcGIS Dashboards as compared to ArcGIS Dashboards Classic. The target map adjusts accordingly so that the full extent of the source map is visible. If the maps are of different sizes, the scale level may need to be adjusted.Workaround
Use one of the following options to resolve the issue:
- Resize the maps to the same size.
- Use ArcGIS Dashboards Classic.
