The service owner and administrators cannot access data in Map Viewer Classic if the hosted feature service does not have the Query capability.

This issue is not addressed in Map Viewer Classic. Use Map Viewer as the issue is addressed there.Workaround
- Open the layer in Map Viewer Classic with full editing control.
- Open the layer in Map Viewer.
- Change the editor settings of the feature layer to update any of the following settings to enable the Query capability:
- Enable Update or Delete.
- In the 'What features can editors see?' section, click 'Editors can only see their own features (requires editor tracking).'
- Disable editing.
