The serial chart element in ArcGIS Dashboards returns a "Data source error" when the layer in the map is changed.

This is as designed. If the Dashboard element's data source is a web map, the web map is only able to access the layers within the web map. Use a different visual element, such as the pie chart element, because that works (in terms of changing the reference layer). However, it's not the same visual representation as the serial chart element, so it may not be the best workaround.
