Create a locator view in ArcGIS Pro that is limited to a specific extent and use it in the Locate pane and batch geocoding. For more information, refer to https://pro.arcgis.com/en/pro-app/latest/help/data/geocoding/add-a-locator-view-to-a-project.htm.
