This issue is not reproducible in ArcGIS Pro versions 3.3 and 3.5. Upgrade to the latest release of ArcGIS Pro.

Workaround

  • Use ArcMap.
  • Use ArcGIS Pro 2.9.x or lower.
  • Use the Export tool as an alternative.
