The provided repro case shows that the maxRecordCount on the feature service is too high. Close this issue as non-reproducible. This issue was previously marked as a duplicate of BUG-000177730, which is incorrect. BUG-000177730 describes a scenario where Select By Location takes a long time to complete. This issue results in the server returning a 504 timeout error, and the Select By Location tool does not complete.Workaround
Reduce the maxRecordCount on the service to a smaller value to allow individual requests to complete within 60 seconds.
