As designed. Layers must be Full Text Search indexed to work with "Contains" and the implicit first % parameter.Workaround
In ArcGIS Enterprise Portal 11.1, add a '%' in front of the search to get the 'contains' search. For example, if using 'ar', search '%ar' in the Search widget, and it returns any result with 'ar' in its string.
