Additional Information
This behavior has been observed occasionally during both manual and automated testing over a long time. It only happens with ArcGIS Online and not the ArcGIS Enterprise portal, so the issue is specific to ArcGIS Online. There is no explanation for why the queries from ArcGIS Pro occasionally time out before working again. In all cases, including as described by the user, this issue resolves itself. It is impossible to investigate because the cause of the issue cannot be reproduced on demand. The ArcGIS Online team will own and investigate the issue, possibly to coordinate the timing of these time-outs with maintenance or other operations that occur periodically.
