The SceneLayerManager documentation does not indicate that the URL parameter must be the admin (rest/admin/services) URL. Instances constructed with the standard URL (rest/services) do not behave correctly.

The URL must be a properly formatted string for any class. Use SceneLayer.manager over creating a scene layer manager class.
