Additional Information

It's not a bug but expected. In 3x, the scale of the Scalebar is measured where the scalebar is located. So panning north/south on a webmercator map will make the scalebar change, while panning west/east will not. • This is doc'd in 3x as `When the scalebar is inside the map, the actual location of the scalebar is used to calculate the scale.` in https://developers.arcgis.com/javascript/3/jsapi/scalebar-amd.html and in 4x `When the scale bar is inside the map, the actual location of the scale bar is used to calculate the scale.` at https://developers.arcgis.com/javascript/latest/api-reference/esri-widgets-ScaleBar.html
