The scale bar is not available with 'Map Units' displaying unknown units if the custom coordinate system is set with the linear units defined as millimeter in the data frame.

Additional Information

Millimeters are not a supported map unit in ArcMap. This issue is resolved in ArcGIS Pro.

Workaround

Use ArcGIS Pro 2.7 or the latest version.
