Additional Information
This is working as expected in ArcGIS Maps for Adobe CC v 1.5.1. Note that the measurements for scale bar size in ArcGIS Maps for Adobe extension are always calculated at the center of the mapboard. This could be different when comparing results with ArcGIS Pro. To ensure proper comparison, make sure all map properties are equal (scale, map area, page -size) and in ArcGIS Pro check the setting on Scalebar properties to Compute at center, this must generate a scalebar similar to the ArcGIS Maps for Adobe extension.
Workaround
Copy the scale from ArcGIS Pro to Adobe Illustrator or Adobe Photoshop.
