successfully ran gp 'save To Layer File" with given MapService at Pro 2.6Workaround
Perform any of the workarounds listed below:- Create a new group layer in the map. Add the map service to it. This group layer shows up and works as an option for the input in the Save To Layer File geoprocessing tool.
- Add the map service layers individually. These layers are available as input for the tool.
