Additional Information

This is currently as designed. Renaming a layer within Map Viewer is unable to be saved to the layer item or underlying service (thus, the 'Save Layer' option is not clickable when the only change made to the layer is an updated name). Updates to the layer names in Map Viewer are only preserved within the map table of contents when the overall web map is saved.
