Additional Information

The ArcGIS Online routing service and traffic service use the traffic speed information provided by Esri data vendors. However, the routing service does not use the road closure information provided as traffic incident points by the traffic map service. Often the incident points do not accurately reflect the exact nature of the road closure.

Workaround

Add barrier features to block certain streets when finding the route.
