Additional Information
The StreetMap Premium network dataset default symbology is drawn using historical Traffic information shown as Stop and Go to Free Flow (red to green). If no historical traffic information exists such as in the Northern Marianas Islands and Guam, no symbology is drawn. The Routing_Streets feature class must be added to show the road centerlines used in the network dataset. When there is no historical traffic information, no symbology is drawn.Workaround
View Routing_Streets where necessary instead of the network dataset lines.
