Additional Information
The development team determined that this behavior is as designed. The sharing of organizational layers with groups is enabled to accommodate those that may include members from outside the organization. This situation does not apply to public layers, as they are already accessible to all users.Workaround
This behavior does not occur if the layer is shared with everyone.
