This Issue is no longer reproducible following the June 2023 release of ArcGIS Online. If experiencing the described behavior, please reach out to Technical Support for continued investigation.Workaround
Ignore the layer sharing prompt and click cancel (without clicking the update button) to preserve the layer sharing settings. The web map is saved as required.
