Known Limit
After review by the development team, it has been determined that this issue is related to a known limitation with the software that lies outside of Esri's control. The issue's Additional Information section may contain further explanation.
Additional Information
By default for a PointAddress match we return the point at the side of the street or the routing location instead of the rooftop. We have a value that represents the Address Location as well (rooftop or parcel centroid) but it is not returned by default. That value can be found in the DisplayX and DisplayY values of the result. We have also added an input parameter for REST that allows you to overwrite the default side of street location to the rooftop location. This parameter is named locationType and is documented here: https://developers.arcgis.com/rest/geocode/api-reference/geocoding-find-address-candidates.htm#ESRI_SECTION1_699C8961EDD845CAB84A46409D9E9105
We currently don't expose the locationType parameter via any UI but plan to in the future.
