The REST query of a map service returns slightly shifted geometry if the feature class has a different projection than the data frame at the time of publishing.

Workaround

Resolve the issue by matching the data's projection to the data frame's projection. For example, if the data frame has the WGS 1984 projection, change the feature class projection to be WGS 1984, and the shift is resolved within the query operation.
