The resize menu for widgets in ArcGIS Experience Builder disappears when the widget is pushed to the top of the application (Full Screen, Snap to top, or Full Height).

Workaround

If Full Screen, Snap to Top, or Full Height is selected, use the squares on the border to resize. The resize menu reappears when the squares are pulled down.
