Additional Information
When right clicking a layer in ArcGIS Pro to share as Tile with default settings, it publishes a web tile layer with caching on server. The new tile layer mentioned in the reproducible steps is created by uploading a tile package which was cached locally on client. Since these two layers are different, Error 000952 is expected.
To replace the layers, both web layers must either be cached locally or cached on server. Refer to this documentation for more details on how to publish the layers: https://pro.arcgis.com/en/pro-app/latest/help/sharing/overview/configure-web-tile-layer.htm.
Workaround
Target and source layer must be of same type in order to replace.
