Additional Information
This is no longer reproducible, as setting the line's color to 'No Color' in the visualization options is no longer available. Publishing a new layer with the color set to 'No Color' from ArcGIS Pro is possible and looks as expected (no visible symbol) in Map Viewer, Map Viewer Classic, and when the feature service is added back to ArcGIS Pro.
Workaround
Apply the symbology without assigning a value to the symbol before publishing it in ArcGIS Pro.
