ArcGIS Pro caches map service draw requests for performance benefits. On the server side, Maplex is removing duplicates per-request. When multiple requests are cached shown together, the duplicates are viewed as separate draws that are stateless and do not know what the other has drawn. To disable the client side caching, set the layer caching setting to 'Don't cache any data locally' as documented here, https://pro.arcgis.com/en/pro-app/latest/help/mapping/layer-properties/how-caching-works.htm.Steps to Reproduce
