The RefreshInterval property in the ArcGISMapImageLayer Class fails to send requests to fetch images in ArcGIS Runtime SDK for .NET.

Additional Information

The server responses indicate the tiles can be cached for 24 hours (Response Header > Cache > Cache Control). The client therefore does not trigger a new web-request, but pulls from its cache. This would work as expected if the service is configured so that the tiles expire faster or there is no caching enabled at all.
