The Reconcile Versions geoprocessing tool has default parameters for branch versioning that results in data loss.

Description

Customers who use the Reconcile Versions geoprocessing tool or its Python function with default parameters set to reconcile their branch versions may encounter a situation in which conflicts are resolved without notifying users or administrators that conflicts have been detected.

Scripts that have already been authored with an explicit parameter value for "Proceed if unreviewed conflicts are detected” and an understanding of the impact of this parameter on data quality are not affected. This fix addresses the problem by changing the default setting for this "Proceed if unreviewed conflicts are detected” parameter, from checked to being unchecked, or from "PROCEED” to “NOT_PROCEED” when using the Python function.

Cause

When the Reconcile Versions geoprocessing tool or Python function is executed using default values, the "Proceed if unreviewed conflicts are detected" parameter will be checked and the tool will proceed with reconciling versions in which existing unreviewed conflicts are detected. This results in those conflicts being automatically resolved and all history of the conflicts being lost.

In addition to this, when this parameter was not checked, or the Python function was set to "NOT_PROCEED”, this geoprocessing tool was not differentiating reviewed conflicts from unreviewed conflicts.  

Note: 
The "Proceed if unreviewed conflicts are detected" parameter is only applicable to branch versioning.

Workaround

Unchecking the "Proceed if unreviewed conflicts are detected" parameter, or, when using the Python function, setting the “proceed_if_conflicts_not_reviewed” parameter to “NOT_PROCEED”, ensures the version is not reconciled if there are conflicts.

 ArcGIS Pro 3.8 and upcoming ArcGIS Pro 3.7.x, 3.6.x and 3.5.x releases will have the default for this parameter updated to not proceed with the reconcile for the operation, and will successfully reconcile if the conflicts are marked as reviewed.
