This issue is addressed in ArcGIS GeoEvent Server 11.3 Patch 1, ArcGIS GeoEvent Server 11.4 Patch 1, and 11.5.

Workaround

Use an input connector with an Extensible Markup Language (XML) adaptor to bring in RSS.
