The Python parser does not decode the three German umlaut vowels, Ä, Ö, and Ü, in the Display and Label Expression dialog boxes when concatenating strings with the umlaut characters.

Workaround

Use VBScript. Or If the umlaut characters are stored in text fields, the characters can be used in both the label and display expression using Python as the parser (for example, if Ä is stored in a 'german_umlaut' field, use the expression [fieldname] + [german_umlaut] to create the same display when viewed in either the Identify tool or attribute window).
