The 'Publish Stream Service' option is unavailable in GeoEvent Manager if the ArcGIS server connection is set to anything besides 'default'.

Additional Information

This is a known limitation. At 10.3.1, the product was enhanced to no longer allow the Default ArcGIS Server Data Store connection to be deleted. As a result, this precludes the need to maintain additional connections to the same Default ArcGIS Server Data Store (for example, http://:6080/arcgis, http://localhost:6080/arcgis, or http:///arcgis (using Web Adaptor)). Users are still only be able to publish a Stream Service to this Default connection; however, in the next release (10.4), the ability to publish to folders other than the Root folder has been added (BUG-000084403).

Workaround

Only use the 'default' ArcGIS server connection when publishing Stream Services.When migrating to ArcGIS 10.3, uninstall GeoEvent Processor 10.2.2. Do not upgrade directly to 10.3.
