Additional Information
The problem, as stated, is not reproducible in any version of ArcGIS Pro software that supports the Pro.settingsConfig file. Settings are correctly applied if instructions are followed.
The file must be named 'Pro.settingsConfig'.
The file must be a well-formed XML file.
The registry must be configured correctly under HKEY_LOCAL_MACHINE to point to the folder where the Pro.settingsConfig file is stored.
To specify default settings for creating new projects, the settings must be provided with the isLocked attribute set to TRUE.
Instructions in the help must be followed exactly as indicated. The documents provided by the analyst continue to show an incorrectly named file that is not well-formed XML, and screenshots of the registry do not show that the correct registry key has been set.
