The Project Template does not display under Blank Templates in ArcGIS Pro 2.3.x.

At Pro 2.3 we deliberately changed the behavior of the project templates list to have separate lists for blank templates provided with the software, and for recently-used custom project templates. The new template you created will appear on the ArcGIS Pro start page after you use it for the first time to create a new project. The most recently-used template will appear at the top of the list. Before you have used your new project template for the first time, it will be available on the Settings > New page, under the Computer option, in the Documents group. Unfortunately, due to BUG-000119664, the new template isn't appearing there in Pro 2.3. This problem has been fixed in Pro 2.4. Also, we hope to improve the experience of using the New page's Computer and Portal options in a future release. The new behavior is documented in the help topic Create a project template (https://prodev.arcgis.com/en/pro-app/help/projects/create-your-own-project-template.htm). Under the heading "Project templates for a specific computer", in the paragraph following the steps, it says that the new project template will not automatically appear in the Recent Templates list on the start page.Steps to Reproduce
