This issue is not reproducible in ArcGIS Web AppBuilder. If the issue persists, contact Esri Support Services as additional information is required for further investigation.Workaround
Able to filter empty or null values from the Filter widget in ArcGIS Experience Builder. The Print widget prints the values properly. Use the 'is blank' value (equates it to null).
