This issue is not reproducible in the most recent update of ArcGIS Online.
Workaround
Print the NearMap imagery layer in ArcGIS Pro by following the steps below:
- Establish a connection to the WMS server using the NearMap WMS Imagery URL provided above and add the service to the map.
- Insert a new layout in the project and add a map frame referencing the map.
- Search for Print Layout, select 'Microsoft Print to PDF' and click Print.
- The layout is printed successfully and the NearMap imagery layer appears in the output.
