The Portal for ArcGIS Operations Dashboard for ArcGIS indicator remains at the previous value if the new input does not yield any matching records when the the layer used is ArcGIS Server Map Service, the indicator is configured to show a statistic other than 'Count', and the indicator is the target of a selection.

Additional Information
This is a known limitation in ArcGIS Enterprise 10.6.1. The issue is fixed in ArcGIS Enterprise 10.7.Workaround
- Publish data as a feature service instead of a map service. This is not an option in an unfederated environment.
- Host Operations Dashboard for ArcGIS in ArcGIS Online using ArcGIS Server services.
- Avoid using indicator statistics, such as Average, Minimum, Maximum, Sum, Standard Deviation.
