Additional Information

Updates to the config.js file under "\portal\webapps\arcgis#home\js\arcgisonline" are not maintained after the portal service is restarted. Updates to the config.js file have to be made under "/customizations//webapps/arcgis#home/js/arcgisonline/config.js" to be maintained after the portal service is restarted. Workaround

It is possible to add Ortho Maker to the App Launcher by doing the following:

Log into the subject portal as an Administrator.
Confirm that the URL where Ortho Maker can be accessed that from where it would otherwise be found: https://machine.domain.com/portalwebadaptor/apps/orthomaker
Go to the Content page > Add > Application
Switch the radio button to Application.
Set the Title and Tags appropriately.
When the application is created, the user is re-directed to the Item Details page, go to the Settings tab.
Under Data Source, supply the URL of the application (ex. https://machine.domain.com/portalwebadaptor/apps/orthomaker)
Update the Share settings on the application according to the users' needs.
To allow the application to show in the App Launcher, go to Organization > Edit Settings > General > App Launcher and add the application.
Save and the application can be accessed via the app launcher.
