The Portal for ArcGIS 10.7.1 upgrade fails at the Continue Upgrade stage if the Navigator Maps group owner is changed prior to the upgrade.

Additional Information

This is fixed in ArcGIS Enterprise 11.1.

Workaround

  1. Revert to Portal for ArcGIS 10.6.1 or previous versions.
  2. Delete the Navigation Maps portal group since ownership cannot be changed to esri_nav.
  3. Complete the upgrade successfully and create a new group in the new version.
