Additional Information
This issue is not reproducible in Portal for ArcGIS 10.8.1. Although the standby consistently reconfigures itself, this process typically completes within a 2–5 minute timeframe.
Workaround
Pause for a 30-minute interval, then proceed to re-run the health check on the secondary machine for confirmation.
