Additional Information

Pop-ups' enable or disable setting does not get written in a map image layer portal item. Map Viewer always disables pop-ups for a map image layer's sublayers, even when publishing a layer with pop-ups enabled. Whereas ArcGIS Pro has pop-ups enabled by default for map image layer's sublayers.
