This issue is no longer reproducible in ArcGIS Enterprise 11.2 or 11.3. If experiencing this behavior, please reach out to Esri Support Services, as a new reproduction case is needed to continue the investigation.Workaround
Configure the pop-ups in ArcGIS Online Map Viewer Classic.
