The pop-up configuration is lost when publishing a service from ArcGIS Pro 3.3.x to ArcGIS Enterprise 11.3 if the ArcGIS Portal Directory is disabled.

This issue is addressed in ArcGIS Pro 3.5 and ArcGIS Enterprise 11.5.

Workaround

Complete one of the following:

  • Publish the service from ArcGIS Pro 3.2 or earlier.
  • Enable the ArcGIS Portal Directory.
  • Publish the same service to a test ArcGIS Enterprise 11.3 environment that has the ArcGIS Portal Directory enabled, make a copy of the <itemID> file in C:\ArcGIS\arcgisportal\content\items\<itemID>, rename the file to match the itemID of the problematic service, and paste it into the problematic <itemID> directory.
