Widget panels opened by the Widget Controller are floating panels. These panels have higher Z-indexes than other components within the map widget; they are draggable and resizable and can be moved out of the Map widget. A stand-alone Query widget on the map is part of the map layout, so the pop-up window comes with a higher Z-index than the Query widget panel.
