This issue will not be addressed within the current product support cycle. Contact Technical Support if the issue continues to affect work in a supported release.Workaround
Enable the overwrite option, and create a polygon feature with the same name and schema as the feature being created in the tool that precedes the Polygon to Raster tool, so that the Polygon to Raster tool can pass its validation requirement.
