This issue is not reproducible in version 100.13 and later. Ensure the ArcGISSceneLayer URI includes "layers/0", as displayed in the 'Add a point scene layer' sample app. Refer to https://developers.arcgis.com/net/v100/wpf/sample-code/add-a-point-scene-layer/ for more information.
