unable to reproduce this defect in newer release of ArcGIS - tested in 10.5 and 10.5.1

Workaround

Rename the CATID folder: "<a href="file:C:/Program" target="_blank">C:\Program</a> Files (x86)\Common Files\ArcGIS\Desktop10.1\Configuration\CATID"
